<p>The Angeles City Ten Outstanding Youth (TOY) Awards is on its 2<sup>nd</sup> consecutive year of constant recognition of the youth’s involvement in the revolutionizing and strengthening of Angeles City. The TOY Awards is a joint project of Mayor Nepomuceno, Chief of Staff Gerard Patrick “Gepoy” Nepomuceno, Liga ng Barangay (LnB) President Robin L. Nepomuceno, LnB Angeles City Chapter, Angeles City Barangay Affairs Office (ACBAO), Angeles City Political Affairs Office (ACPAO), Sangguniang Kabataan Federation (SKF), Angeles City Sports Office (ACSO), City Information Office (CIO), Concerned Youth of Angeles City (CoYA), and the Angeles’ Skilled &amp; Talented Individuals (ATSI).</p>
<p>According to the event’s organizers, the youth is our most valuable resource. The organizers envision the TOY Awards not merely as an awards program but also as an instrument that also focuses on and promotes proactive community building. TOY Awards strives to promote excellence and service as a way of life through its awardees and finalists who come from the various barangays of the City. With this, a shared understanding and commitment towards the objective of building a better quality of life, anchored on good moral values, and in the capacity of the Angeleño youth to be an agent of change in his own community, is effectively and efficiently established.</p>
<p>This year’s roster of outstanding youth is a tough selection of 18 finalists out of 60 applicants, who each excelled in their chosen endeavors such as Literature, Education/Academics, Sports, Social &amp; Civic Reforms, Eco-Environmental Preservation, Arts &amp; Culture, Public Service, Youth Empowerment/Inspiration, Sangguniang Kabataan, and Leadership.</p>
<p>Finalists of this year’s TOY Awards are Mary Rose V. Calma, Julie Kay Ann T. Pingul (2009 TOY Recipient in Literature), Jose Daniel C. Torres, Aimar Jay E. Dimal (2009 TOY Recipient in Education/Academics), Anna Marie V. Garcia, Joavalyn F. Inaldo, Amando C. Yutuc (2009 TOY Recipient in Public Service), Mark Jayson M. Alindogan, Angeli Mark D. Barro (2009 TOY Recipient in Sports), Raymond Louie O. Suarez (2009 TOY Recipient in Social &amp; Civic Reforms), Daniel Carlo L. Canono (2009 TOY Recipient in Eco-environmental Preservation), Jerrence S. Taguines (2009 TOY Recipient in Leadership), Marjay L. Cantilleps, Mikel Ryan B. Lorenzo (2009 TOY Recipient in Arts &amp; Culture), Jonie Boy C. Pangilinan, Steve B. Molina (2009 TOY Recipient in Youth Empowerment/Inspiration),  SK Chairperson Patrick R. Cura (2009 TOY Recipient in Sangguniang Kabataan), and SK Chairperson Rolan A. Nuqui.</p>
<p>Special awards were also presented to Sto. Rosario Back-to-School Project (Charity Event of the Year), Pampang Viva Santo Niño Street Dance Competition (Breakthrough Event of the Year), Mutya Ning Santa Teresita (Pageant Event of the Year), Barangay Ninoy Aquino (Event Workforce of the Year), San Nicolas Deal or No Deal/Pinoy Henyo (Barangay Fiesta Event of the Year), Sangguniang Kabataan Federation (Best Group Awardee), and the Sapangbato Sangguniang Kabataan Council (Best Sangguniang Kabataan Council).</p>
<p>TOY Awards Year 2 Screening Committee was led by ACSO Chief Paul Ryan Puri, SKF President Carl John Miranda, TOY ’08 Awardee Ines Antonio, CoYA President Roldan Batac, ACBAO Program Head Joel David, and TOY Awards Project Director Ryan David.</p>
<p>“Congratulations to all the young awardees! I am sure you have grown in confidence, responsibility, and resiliency. I’m positive that you would keep everyone especially your parents very pleased. May you carry on and be the best archetypes of what the youth could be,” Nepomuceno addressed the finalists.</p>

<p>In accordance to the Republic Act (RA) 9369 or otherwise known as the amended Automated Elections System Law authored by Senator Richard J. Gordon, voters are expected to cast their political bets on a new and unfamiliar platform in the upcoming 2010 election.</p>
<p>To familiarize Angeleños to the new technology, the local government has invited Provincial Election Supervisor Atty. Temie Perez Lambino to discuss issues and answer queries regarding the automated elections. The first session was attended by almost 1,200 poll watchers for Mayor Francis “Blueboy” L. Nepomuceno.</p>
<p>Lambino briefed the attendees with the fundamentals of the voting procedure. The hallmark of the lecture is the demonstration of the capabilities of Smartmatic&#8217;s Precinct Count Optical Scanner (PCOS). PCOS is a paper-based automated election system (AES) that was commissioned to be used for May’s historic elections.</p>
<p>The new system requires voters to shade ovals that correspond to a particular candidate similar to filling out a lottery ticket. Names of the candidates are “pre-printed” into the ballot unlike the former process of writing each political bet manually. Each precinct will get a specific type of ballot with local officials of that specific area printed on one page, and national candidates on the reverse page. Other features of the election system were presented with the use of an audio-visual aid prepared by the Angeles City Information Office (CIO).</p>
<p>“It is very crucial for Angeleños to be familiar with the new election proceedings. Familiarity would decrease anxiety, hence, reducing the risk for errors. It is of great importance to guarantee that voters will know how to cast their votes in this year&#8217;s election. This will prevent voters from being disenfranchised or their ballots being spoiled,” said Nepomuceno while citing the importance of the seminar.</p>

<p>ACPO reports that out of the 513 total crime volume documented, 352 are categorized as index crimes (crime against persons) while 161 are non-index crimes (crime against property).</p>
<p>Of the reported index crimes, physical injuries ranked highest with 91 cases for the covered period. Meanwhile, theft and robbery still ranked highest among non-index crimes with 115 and 95 cases respectively. The average monthly crime rate noted 127.96 for January and 142.17 for February.</p>
<p>ACPO’s crime solution efficiency rate was 9.87% and 7.40% for January and February, in that order. Crime clearance efficiency rate for January was 16.87% while February had 14.81%.</p>
<p>Vinluan also emphasized that ACPO is working closely together with the Commission on Elections (COMELEC) regarding major issues and concerns such as monitoring of election watch list of areas, identifying high risk elected or appointed government officials and the likelihood of partisan armed groups. As of this date, none of the political figures, incumbent or aspirant, is deemed ‘High Risk’. Not a hint of private armed groups from any of them either.</p>
<p>“Our efforts will focus on maintaining public safety as we make ready for the upcoming election period,” Vinluan cited. “This collective effort includes implementing the COMELEC gun ban,” Vinluan added as she demonstrated the tally of arrested persons and confiscated deadly weapons.</p>
<p>In accordance to the COMELEC gun ban, the ACPO has set-up 24/7 checkpoints manned by the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) in various spots in the city. The ACPO, so far, arrested 10 civilians and 1 Philippine National Police (PNP) officer. They have confiscated 9 deadly weapons comprising of 1 high-powered, 5 low-powered and 3 bladed weapons.</p>
<p>Other crime prevention activities that the ACPO is actively implementing consist of operating 7 out of 12 CCTV cameras funded by the local government on major thoroughfares and crime prone areas within Angeles City. They also distributed calling cards that contain ACPO Hotline numbers, email address and website. The ACPO also actively participates in effective information dissemination via Tri-Media programs sponsored by different local government units (LGU) and non-governmental organizations (NGO).</p>
<p>“We are really honored to work in partnership with Mayor Francis ‘Blueboy’ Nepomuceno. In the past years until now, we have witnessed his administration’s commitment to alleviate crime and promote the safety of Angeleños. In fact, the local government has provided 4 additional Toyota Big Bikes with 1300 CC speed capacity,” Vinluan said. The new bikes are now being used by the City Mobile Group in conducting Mobilized patrol to strengthen crime prevention capability of ACPO.</p>
<p>ACPO programs include but are not limited to a monthly radio program at GVFM 99.1 and GVAM 792 Khz, participation of PNP personnel on simulation exercises with selected   establishments to test the time response of the police, a quarterly publication of ACPO Police Digest News Magazine, seminars and workshops with BINs and BPATs, intensified operations against illegal drugs, intensified  police operations on Kapkap Bakal, Anti-Criminality Operations, Police Visibility, Patrolling and other Information Drive Campaign.</p>

<p>Team Manoks Fried managed to place second runner-up while team Shasyly had to console themselves as fourth place in the competition.</p>
<p>Team Paning brought home the plum prize of P70,000, while Roel’s received P40,000 for its daring play. Team Manoks Fried got P15,000 and Shasyly obtained the P5,000.</p>
<p>Individual awards went to Panings cagers which include Mark Yee as the Most Valuable Player (MVP), Tim Dungca got the Best Forward and Ambet Gumabon as the Best Coach. While in team Roels Melvin Bangal and Billy Bansil ruled in the Best Guard and Best Center respectively.</p>
<p>Team Panings consist of PBA stars led by Arwin Santos of San Miguel, Ranidel De Ocampo of Talk N Text, Mark Yee of Burger King as well as local players like Lou Gatumbato, Ericson Araman, Robby David, Tim Dungca, Jay Tiera, Willy Mejia, Carlo Pangilinan, Jun Opiana, Louie Sendin, Allan Hicban, Gilbert Lacsina, Renato Bati, Mark Rosita and Coach Ambet Gumabon.</p>
<p>The tournament is the final activity to the triple-pronged approach of the Angeles City Sports Office (ACSO) to promote sports, said ACSO Chief Paul Puri.</p>

			<content:encoded><![CDATA[<p>ILOILO CITY – The Boy Scouts of the Philippines (BSP) conferred national awards to Mayor Francis “Blueboy” Nepomuceno, Councilor Ricardo Zalamea and School Division Superintendent Dr. Antonieta Tiotuico during the 54th Annual National Council Meeting of the BSP held at the Amigo Terrace Hotel, Iloilo City on March 04-06, 2010.</p>
<p>On March 05, a National Court of Honor was conducted after the 1<sup>st</sup> Plenary Session to honor extra-ordinary deeds and heroism of the country’s selected scouts and scouters. The awards were given to individuals who rendered praiseworthy service to the Scouting movement. The BSP National Committee on Awards was unanimous in its decision to confer Nepomuceno and Zalamea with the Silver Usa Award whereas Tiotuico received the Bronze Usa Award.</p>
<p>According to Nepomuceno, the Angeles City government derives inspiration from the Boy Scouts. “It’s always better to be prepared especially in times of calamity,” said Nepomuceno as he emphasizes the importance of preparedness.</p>
<p>“The Angeles City government adapts the ‘Boy Scout approach’ in addressing issues. We deter potential crisis through foresight, effective planning and materializing preventive measures. <em>Dapat lagi tayong handa</em>. We should not be reactive in our approach to problems because by the end of the day, <em>wala tayong ibang masisi kundi ang mga sarili natin</em>,” added Nepomuceno.</p>
<p>Nepomuceno, Zalamea and Tiotuico are very grateful to the scouting community for recognizing their efforts. The 3 awardees guarantee continued support to the Scouting movement. They would also like to call on more individuals especially public figures to support the Scouting movement.</p>
<p>The BSP annual council meeting is where the major policies approved by the National Executive Board are presented to the BSP body for final approval. The 3-day event was attended by approximately 400 scouts from all over the country.</p>
<p>Other notable personalities who were in the conference include Makati Mayor Jejomar Binay, Iloilo City Mayor Jerry Treñas, Iloilo Governor Niel Tupas Sr., Leganes Mayor Adolfo Jaen and DepEd Secretary Jesli A Lapus, among others. YAM/CIO</p>

Mayor Francis ‘Blueboy’ Nepomuceno in coordination with the Gender and Development Office (GAD) and other advocates from the private and public sectors by coming up with fun, educational and meaningful activities for the whole month of March.</p>
<p>IWM is globally celebrated every March. The whole month would be spent in tribute to the economic, political and social achievements of women. To celebrate IWM, GAD conducts a month-long series of activities which raise public awareness on women&#8217;s issues and achievements across all sectors and cultures.</p>
<p>“Women are powerful in their very essence. She is capable of creating, nurturing and transforming,” said Nepomuceno in giving the importance of women in society.</p>
<p>“Whatever you give a woman, she would make something greater. Present her a house and she will transform it into a home. Provide her food rations and she will offer you a hearty meal. She multiplies and enlarges whatever she is given,” added Nepomuceno.</p>
<p>The Angeles City Government made a beneficial head start of the celebration by offering a free Osteoporosis Screening last Monday, March 01, 2010 at the City Hall Lobby. There will also be a lecture series about Diabetes and Healthy Lifestyle on Friday, March 05, 2010 from 1PM to 5PM at Holy Angel University.</p>
<p>On Monday, March 08, 2010, Mother’s Club will be celebrating the induction of their newly-elected officers from 8AM until 12NN at People’s Gym, Barangay Cutcut, Angeles City.</p>
<p>Dr. Alfie Bonifacio and Atty. Bryan Nepomuceno would also be conducting free dental consultation and legal assistance on Tuesday, March 09, 2010, 8-11AM at the City Library. In the afternoon, various activities will be hosted by the local government in collaboration with WeDpro, Inc., a Securities and Exchange Commission (SEC)-registered non-profit organization in the Philippines working with marginalized women and children. The afternoon affair would include a lecture, a face and mask painting experience and a singing competition.</p>
<p>Simultaneously on Tuesday, March 09, 2010, there would be free Pap Smear testing at Juanita L. Nepomuceno Birthing Center from 8:30AM until 11AM. There would be another scheduled free Pap-smear screening on Thursday, March 11, 2010. Papanicolaou Smear or Pap Smear is a screening test that could detect cancerous or precancerous conditions of the cervix. It should be done once every 2 years or depending on your physician’s recommendation.</p>
<p>A lecture series will take place from 8AM to 11AM on Wednesday, March 10, 2010 at the City Library. Meanwhile, there would be a free massage therapy and haircut on Thursday, March 11, 2010 during 8-11AM and 1-4PM at the PESO Office.</p>
<p>The Agriculture Office will be hosting livelihood programs entitled ‘Meat Processing with Orientation Briefing on Backyard Gardening &amp; Distribution of Seeds and Plants’ and ‘Candy Making with Orientation Briefing on Backyard Gardening &amp; Distribution of Seeds and Plants’ on Wednesday, March 17 and Thursday, March 18, respectively. Both will be divided into morning (8-11AM) and afternoon (1-4PM) sessions.</p>
<p>Seminars on responsible parenthood will be held on Wednesday, March 17, 2010 and on Wednesday, March 24, 2010, 9-11AM at the Teen Information Center, 2<sup>nd</sup> Floor, Balibago Social Hygiene Clinic. A lecture series about Breast Cancer will be held on Monday, March 22, 2010 and Monday, March 29, 2010 at the City Health Office.</p>
<p>The local government has also partnered with Tour of Hope and has organized an awareness activity that would enable Angeleños to be armed against cervical cancer on March 20, 2010 at the City Library.</p>
<p>“In a developing metropolis like Angeles City, authentic progress cannot be achieved if a fraction of its population is excluded from the opportunities it creates. <p>More than Twenty athletes from the Angeles City delegation qualified and were recommended to represent Central Luzon in the upcoming Palarong Pambansa set in April at San Jose Sports Complex, Tarlac. The team triumphs with an improved medal count of Forty Five (45) gold, Twenty Four (24) silver and Twenty Four (24) bronze compared to last year’s tally of Eight (8) gold, Thirty Seven (37) silver and Thirty Three (33) bronze medals.</p>
<p>Athletes, who successfully qualified to represent the region, are Lawn Tennis Players Burmiel Pineda, Vince Russel Salas and Ma. Angela Sunga; Boxer Fernando Tacuyan; Taekwondo Jin Genesis Ryan Simbulan; Swimming Team (Male and Female); Volleyball Players (Secondary Division-Female) among others.</p>
<p>Mayor Francis ‘Blueboy’ Nepomuceno enthusiastically applauded the athletes for giving their best performance in the sports meet. “This shows that Angeleños are naturally skilled and talented. Our role as leaders includes providing them with the right resources and opportunities to utilize and enhance these skills and talents. This is one of the several reasons why the Angeles City Government never hesitated in investing in programs and facilities that could improve the potential of its citizens,” says Nepomuceno. It could be recalled that the Nepomuceno administration has spearheaded the construction of a world-class multi-purpose building that could function as a City Sports Stadium or a convention center set to be ready by 2013.</p>
<p>“Comprehensive and vigorous training of the athletes would start by March 8,” says Angeles City Sports Office (ACSO) Chief Paul Ryan Puri. “We are truly blessed to have a leader like Mayor Francis ‘Blueboy’ Nepomuceno who genuinely advocates programs, which include sports, to redirect the youth from vices and develop champions amongst themselves,” added Puri. 			<content:encoded><![CDATA[<p>ANGELES CITY – The Angeles City Local Government has announced recently that it posted P1.1 billion in tax collection last year or a 7% increase from the previous year.</p>
<p>Mayor Francis “Blueboy” Nepomuceno said the increase in revenue was anchored on the aggressive tax collection scheme of the City Government particularly the Treasurer’s Office headed by Juliet Quinsaat.</p>
<p>Nepomuceno said that the City Government had exerted strategies aimed at maximizing revenues from business taxes, fees, charges and economic enterprises. The taxpayers had been encouraged to pay taxes on time.</p>
<p>“Its just our first term and yet we were able to transform Angeles into a clean, beautiful, healthy, peaceful and progressive city. This achievement could not be attained without the contributions of our citizens and the business community,” said Nepomuceno.</p>
<p>Nepomuceno has lauded the business community for their support and cooperation and at the same time commended the offices of the City Treasurer, Assessor, Business Permit and Licensing Office and other revenue generation agencies.</p>
<p>The Real Property Tax Division collected the most revenue at P304,327,572 million.</p>
<p>Last year, the City Government has also implemented stringent fiscal management and streamlining measure  in order to meet its goals to sustain the delivery of basic social services and other priority programs.</p>
<p>The City Government also launched the Citizen’s Charter and the full implementation of the Anti-Red Tape Act of 2007 to eliminate graft and corruption.</p>
<p>The local executive noted that various sectors and non-governmental organizations have been meeting regularly with the Local Development Council to harmonize cooperation for business growth.</p>
<p>      He said that the business community benefited in the effective delivery of basic services and various infrastructure, health and welfare projects. CIO</p>

Bautista in the presentation of awards to commissioned and non-commissioned officers who showcased praiseworthy accomplishments for the year 2009.</p>
<p>Leading the individual awardees are Model Senior Police Commissioned Officer (PCO) of the Year PSupt Manuel S. Hidalgo; Model Junior PCO of the Year (Male Category) PCInsp Romeo P. Castro; Model Junior PCO of the Year (Female Category) PSInsp Myrna F. La Torre; Model Senior Police Non-Commissioned Officer (PNCO) of the Year (Male Category) SPO3 Edsel C. Bautista; Model Senior PNCO of the Year (Female Category) SPO2 Evelyn M. Pineda; Model Junior PNCO of the Year (Male Category) PO3 Oliver C. Torres; Model Junior PNCO of the Year (Female Category) PO2 Christina P. Ramos; Model Non-Uniformed Personnel (NUP) of the Year NUP Magdalena C. Rosario; Model Traffic Enforcer of the Year SPO3 Edison C. Mamaradlo; Model Civilian Traffic Enforcer of the Year Ronald D. Pabalan; Special Award SPO4 Efren C. Emperador.</p>
<p>Police Station 1 was recognized as Model Police Station of the Year.</p>
