ANGELES CITY – “January to February 2010 crime situation in the city has recorded a significant low crime rate compared to last year’s crime incidents”, said Superintendent Gemma Vinluan of Angeles City Police Office (ACPO) during their presentation of peace and order situation held at the Angeles City Session Hall on March 09, 2010.

ACPO reports that out of the 513 total crime volume documented, 352 are categorized as index crimes (crime against persons) while 161 are non-index crimes (crime against property).

Of the reported index crimes, physical injuries ranked highest with 91 cases for the covered period. Meanwhile, theft and robbery still ranked highest among non-index crimes with 115 and 95 cases respectively. The average monthly crime rate noted 127.96 for January and 142.17 for February.

ACPO’s crime solution efficiency rate was 9.87% and 7.40% for January and February, in that order. Crime clearance efficiency rate for January was 16.87% while February had 14.81%.

Vinluan also emphasized that ACPO is working closely together with the Commission on Elections (COMELEC) regarding major issues and concerns such as monitoring of election watch list of areas, identifying high risk elected or appointed government officials and the likelihood of partisan armed groups. As of this date, none of the political figures, incumbent or aspirant, is deemed ‘High Risk’. Not a hint of private armed groups from any of them either.

“Our efforts will focus on maintaining public safety as we make ready for the upcoming election period,” Vinluan cited. “This collective effort includes implementing the COMELEC gun ban,” Vinluan added as she demonstrated the tally of arrested persons and confiscated deadly weapons.

In accordance to the COMELEC gun ban, the ACPO has set-up 24/7 checkpoints manned by the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) in various spots in the city. The ACPO, so far, arrested 10 civilians and 1 Philippine National Police (PNP) officer. They have confiscated 9 deadly weapons comprising of 1 high-powered, 5 low-powered and 3 bladed weapons.

Other crime prevention activities that the ACPO is actively implementing consist of operating 7 out of 12 CCTV cameras funded by the local government on major thoroughfares and crime prone areas within Angeles City. They also distributed calling cards that contain ACPO Hotline numbers, email address and website. The ACPO also actively participates in effective information dissemination via Tri-Media programs sponsored by different local government units (LGU) and non-governmental organizations (NGO).

“We are really honored to work in partnership with Mayor Francis ‘Blueboy’ Nepomuceno. In the past years until now, we have witnessed his administration’s commitment to alleviate crime and promote the safety of Angeleños. In fact, the local government has provided 4 additional Toyota Big Bikes with 1300 CC speed capacity,” Vinluan said. The new bikes are now being used by the City Mobile Group in conducting Mobilized patrol to strengthen crime prevention capability of ACPO.

ACPO programs include but are not limited to a monthly radio program at GVFM 99.1 and GVAM 792 Khz, participation of PNP personnel on simulation exercises with selected   establishments to test the time response of the police, a quarterly publication of ACPO Police Digest News Magazine, seminars and workshops with BINs and BPATs, intensified operations against illegal drugs, intensified  police operations on Kapkap Bakal, Anti-Criminality Operations, Police Visibility, Patrolling and other Information Drive Campaign.

    Hi! The news are impressive indeed. But I just hope that there will be someone who will take me seriously. I passed the Civil Service Exams last 1998 but up to now I haven’t been hired for a government position. I just hope that I can be part of Angeles City’s top employees.
